Ministry of Youth Development goes paperless with ECMS launch

The Ministry of Youth Development on Tuesday transitioned to paperless operations with the launch of an Enterprise Content Management System (ECMS), marking a major milestone in the Federal Government’s drive towards a fully digital and efficient civil service.

The move aligns with the directive of the Head of the Civil Service of the Federation (HOCSF) mandating all Ministries, Departments and Agencies (MDAs) to adopt paperless operations by Dec. 31.

Speaking at the launch in Abuja, the Minister of Youth Development, Mr Ayodele Olawande, said the ECMS—deployed in partnership with Galaxy Backbone Limited—was designed to enhance efficiency, transparency, record management and service delivery across the ministry.

Represented by the Permanent Secretary, Dr Maryam Keshinro, Olawande described the system as a transformational tool that goes beyond technology.

“This launch is not just about deploying software; it represents a fundamental shift in our work culture. Moving from manual processes to seamless digital workflows will accelerate decision-making and strengthen accountability in the delivery of youth-focused programmes,” he said.

The minister urged staff to embrace the ECMS, noting that it would reduce clerical workload and create room for greater creativity in programme design, monitoring and youth engagement.

Also speaking, the Head of the Civil Service of the Federation, Mrs Didi Walson-Jack, described the launch as a major milestone in the federal government’s public service reform agenda.

She said the adoption of ECMS would significantly improve efficiency and professionalism across the civil service.

“A paperless civil service is central to building a modern, responsive and results-driven public sector, and the Ministry of Youth Development has demonstrated commendable leadership in this regard,” Walson-Jack said.

She added that the system would reduce operational costs, eliminate delays associated with physical files, promote environmentally sustainable practices and improve service delivery to Nigerian youths.

According to her, the initiative supports Pillar Five of the Federal Civil Service Strategy and Implementation Plan (2021–2025) as well as the President’s Renewed Hope Agenda.

Earlier, the Managing Director of Galaxy Backbone Ltd., Prof. Ibrahim Adeyanju, said the ministry’s onboarding onto the One Government Cloud (One Gov) Platform marked a significant step in Nigeria’s digital transformation journey.

Represented by the Executive Director of Customer Centricity and Marketing, Mr Olusegun Olulade, Adeyanju said digital systems were critical to effectiveness, productivity and public trust.

He commended the ministry’s leadership for embracing innovation and reaffirmed Galaxy Backbone’s commitment to providing sustained technical support to build a more responsive, inclusive and future-ready public service.
