Head of Service Instructs Enugu Workers to Shift to Digital Governance, Deliver Better Outcomes

The newly appointed Head of Service (HOS) in Enugu State, Dr. Godwin Anigbo, has instructed all civil servants in the state to transition fully to e-governance and adopt performance-driven work practices.

Speaking in Enugu on Friday, shortly after officially assuming office, Anigbo emphasized that, in line with Governor Peter Mbah’s vision of disruptive innovation, the state workforce must move from paper-based operations to a fully paperless system. This, he noted, would involve the use of real-time digital communication platforms for official tasks.

He explained that government services would be digitized to ensure they are seamless, efficient, and require minimal human contact — achievable with just the click of a button. To facilitate this, the civil service, in partnership with the state’s Small and Medium Enterprises (SME) agency, has commenced phased training sessions for workers on computer literacy and digital proficiency.

According to him, arrangements are underway to equip every civil servant with either a personal or office computer, or alternatively, a smartphone for daily use as part of the digital migration process. He stressed that this transformation is key for the workforce to operate at the “digital speed” required to achieve Governor Mbah’s developmental agenda.

“These reforms, alongside other innovations, are all aimed at helping Enugu grow its economy from $4 billion to $30 billion within the next six years,” Anigbo said.

He further stated that the era of unnecessary bureaucracy and delays in the civil service was over, as his leadership would promote an innovative, proactive, and digitally driven service culture.

“Every civil servant must align with the governor’s disruptive innovation strategy by supporting government policies, programmes, and projects, and ensuring they deliver measurable benefits to the people of Enugu State,” he added.

Dr. Anigbo also revealed plans to introduce clear timelines and measurable performance benchmarks for every Ministry, Department, and Agency (MDA) in the state. He assured that staff welfare would remain a top priority, with more incentives being considered to motivate employees to achieve set targets.

He commended Governor Mbah for his commitment to workers’ welfare, including the payment of an N80,000 minimum wage and other benefits, and expressed confidence that more would be done if the civil service delivers on its mandate.
