Army targets transparency with new estate management framework

The Nigerian Army Post-Service Housing Development Limited (PHDL) has unveiled steps to unify estate operations and improve openness in the administration of its housing estates across the country.

The Managing Director and Chief Executive Officer of PHDL, Maj.-Gen. Isaiah Allison, outlined the measures during an engagement with chairmen of Post-Service Housing Estate Residents Associations (POHERA) held in Abuja.

The meeting, according to PHDL officials, was convened to strengthen cooperation with estate leaders and ensure uniform standards in estate governance nationwide.

Allison explained that harmonising estate operations remained a core responsibility of PHDL, aimed at delivering secure, orderly and well-managed housing communities for retired military personnel.

He stressed that houses developed under the Army Housing Ownership Option for Officers and Soldiers (AHOOAS) scheme were strictly designated as retirement homes and must not be sold under any circumstances.

The PHDL chief warned that any unauthorised attempt to dispose of such properties would not receive approval, reiterating the welfare-driven nature of the scheme.

Allison reaffirmed the organisation’s commitment to participatory estate management, assuring residents of continued efforts to sustain estates that are safe, transparent and conducive to long-term home ownership.

He highlighted proper financial records, regular general meetings and compliance with the two-year tenure limit for estate executives as key pillars of accountability and effective leadership transition.

The managing director also disclosed that audit and technical inspection teams from PHDL headquarters would carry out quarterly assessments of estates to monitor compliance with established governance and operational guidelines.

Discussions at the meeting also covered estate security, updated governance frameworks and a proposed addendum designed to address emerging operational challenges.

The session brought together POHERA chairmen and secretaries from PHDL estates nationwide to align practices, improve service delivery and promote sustainable estate management.

Capacity-building segments focused on financial administration, including bookkeeping, account management and procedures for opening POHERA bank accounts and changing signatories.

During an interactive forum, estate leaders presented reports on their achievements and challenges, while the PHDL management provided policy direction and estate-specific guidance.

As part of the reforms, Allison approved the standardisation of residents’ associations under the single name Post-Service Housing Estate Residents Association (POHERA), alongside the introduction of a unified logo and letterhead to strengthen coordination across estates.

He further announced the adoption of a joint signatory system for estate accounts, a move aimed at reinforcing financial transparency and operational integrity.
