Expert urges Africa-wide response to rising xenophobic attacks in South Africa

An African development expert has called for coordinated continental measures to address growing xenophobic tensions targeting foreign nationals in South Africa.

Dr. Victor Oluwafemi, President of the Africa Development Studies Centre (ADSC), made the appeal in a statement issued in Abuja on Monday, where he expressed concern over rising hostility against migrants in parts of South Africa.

He warned that continued silence by African leaders could worsen the situation, arguing that failure to respond decisively may embolden further acts of discrimination and violence.

While acknowledging South Africa’s sovereign right to manage its immigration system, he noted that increasing reports of intimidation involving non-state actors raise concerns about law enforcement, public safety, and the protection of basic rights.

Oluwafemi stressed that inaction by regional leaders creates a gap in confidence among African communities and could weaken ongoing efforts toward continental integration and cooperation.

He urged the South African government to respond swiftly by reinforcing the rule of law, ensuring that immigration control remains within official legal structures, and preventing vigilante actions or targeted harassment.

According to him, a clear government stance would help reassure foreign nationals and reaffirm South Africa’s commitment to protecting the dignity and safety of all Africans within its borders.

At the continental level, he called on the African Union to take a more active role in addressing xenophobia and strengthening protections for migrants.

He added that Africa’s integration agenda, including free movement and economic cooperation, depends on maintaining a secure environment for citizens across member states.

Oluwafemi also encouraged African governments to engage diplomatically in a coordinated manner to safeguard their citizens abroad while preserving bilateral relations.

He said Nigeria, as a leading regional voice, should adopt a more strategic approach focused not only on consular support but also on long-term engagement and preventive action.

He further urged influential public figures, cultural leaders, and media voices to help shape responsible public discourse on migration and unity across the continent.

According to him, failure to address rising tensions could negatively affect investment confidence, regional cooperation, and the credibility of Africa’s integration frameworks.

He concluded that sustained dialogue, strong leadership, and coordinated action remain essential to preventing further escalation and promoting unity across the continent.
